Abstract: Analyzes hydrometeorological data from Arctic and Antarctic to show 60-year cycle, connected to alternating intra-secular epochs of climate warming and cooling, that plays important role in changes of air temperature and sea ice extent. Arctic and Antarctic fluctuations occur in anti-phase against longer term trends. Identifies atmospheric circulation anomalies, particularly circumpolar eddies, as factors determining spatial distribution of changes in Arctic and North Atlantic. Suggests that solar activity fluctuations are ultimately responsible, with "solar system dissymmetry" accounting for Arctic/Antarctic anti-phase. Rejects anthropogenic greenhouse gas explanation of warming epochs, noting that atmospheric cooling of high latitudes occurs in winter when influence on atmospheric and ocean heat balance should be strongest.
