Abstract: Examines extreme low ice conditions of August-October 1990, 1995 and 2005-06. Analyzes ice cover time series in seas of Siberian shelf and Arctic basin to show impact of each on formation of total ice cover and examines role played by flaw lead polynyas in formation of summer ice conditions. Presents retro-prognosis for ice conditions, reporting deviations from observations of less than 10%. Shows that when flaw lead polynya area during February-May exceeds normal by 1.5-14.5 times, summer ice is weaker by 1.2-17 times. Conversely, extremely low winter/spring polynya area leads to high summer ice cover. Discusses baric formations supporting development of winter/spring flaw lead polynyas.
