Abstract: Examines how political regimes in Russia have responded to claims by indigenous minorities for recognition of their historic rights as cultural minorities. Study is based on control-consociationamism typology compiled from results of survey conducted in 1999 among small-numbered ethnic minorities of Russian North on their traditional livelihoods and land-use. Part three summarises findings from survey for each of 23 ethnic groups.
