Abstract: Examines rejection of Peruvian government's attempts to implement hazard zoning of regions of Cordillera Blanca affected by devastating glacier avalanches and lake outburst floods. Focuses on case of Yungay, which was devastated by 1970 glacier avalanche and resulting flood. Hazard zones here were recolonized rather than new construction taking place in safer areas. Examines perspectives of scientists, government, local elite, poor indigenous population, etc., in context of local power structures and agrarian reform. Analyzes rationality of Yungay residents' risk perception, stemming from historical, social, cultural, economic, political and ideological factors.
