Abstract: Discusses recommendations of Canadian Senate report on political, social and economic consequences of sea-ice retreat and opening of Northwest Passage. Recommendations include: enhancing role of Canadian Rangers and giving marine capability; recruiting more Inuit in Canadian Coast Guard; establishing base in Goose Bay, Labrador, for Arctic Coast Guard activities; upholding Canada's claim that Northwest Passage is internal strait; and developing plan to acquire heavy-duty ice-breakers.
