Abstract: Discusses iron fertilisation experiments in Southern Ocean in context of 1992 United Nations Framework Convention on Climate Change (FCCC) and 1997 Kyoto Protocol. Provides overview of key issues relating to political and legal aspects of open ocean iron fertilisation, with particular reference to regulation of permitted substances under 1972 London Convention and purpose for which they are used; commercial carbon sequestration and carbon trading; increasing weight given to precautionary principal in international environmental law; and role of Antarctic Treaty, 1991 Madrid Protocol, legal regimes governing high seas, and various Australian laws in requiring environmental impact assessments.
