Abstract: Presents overview of growth in illegal, unreported and unregulated (IUU) fishing in Southern Ocean since mid-1990s and efforts to control it, and evaluates limitations in international legal mechanisms available for detection and enforcement. Discusses general, international and regional responses to IUU fishing; issue of IUU south of 60°S and unresolved territorial claims; use of military vessels to enforce domestic law of claimant state; and physical and legal dangers involved in stopping and boarding vessels suspected of IUU fishing.
