Abstract: Examines Section 9 of James Bay and Northern Québec Agreement. Argues that Sections 9, 10, 11A and 11B have made it possible to move from Indian Act, which granted only limited powers to Quebec Cree and their bands, to new set of legislation acknowledging effective control by Cree bands, especially over territories transferred to bands constituted as corporations, and granting extended regulatory powers to bands for the administration of these lands and adjacent territories.
