Abstract: Examines impact of Arctic regimes on indigenous issues, focusing on Arctic Council and Barents-Euro-Arctic Region (BEAR). Finds that Arctic Council and BEAR have had little impact on rights to land and natural resources but have made some contribution towards managing indigenous-government trans-national relations in Arctic region, and dealing with trans-boundary problems affecting indigenous people.
