Abstract: Considers points-of-view of different stakeholders at tourist resorts of Ylläs and Levi in Finnish Lapland. Views expressed indicate that lay citizens have strong desire to participate in planning processes, and have great expectations of Land-use and Building Act (2000) which demands hearing of all parties involved. Notes that permanent residents at ski resorts are concerned about sustainability issues; also that second homeowners and seasonal workers are also interested in participating in decision-making.
