Abstract: | Environmental impact statement considers environmental impacts of proposed rule and alternatives, addressing environmental and regulatory issues raised by interested agencies, organizations, groups and indiviuals. Rule on EIAs is part of US implementation of 1991 Madrid Protocol, and is part of Public Law 104-227, the Antarctic Science, Tourism and Conservation Act of 1996. Chapters discuss purpose and need for regulation; physical and biological aspects of Antarctic environment likely to be affected by nongovernmental activities; examples of historical, governmental, nongovernmental and tourist activities in Antarctica; alternatives for Final Rule and their likely environmental consequences. Appendices include statistics on Antarctic tourism and US Antarctic Program; summaries of US and international law relating to protection of Antarctic environment; and annotated comments received on draft environmental impact statement. |
