Abstract: | Examines impact of sovietization and industrial development, especially oil and gas development from 1920s, on indigenous peoples of north Sakhalin (Uyl'ta and Nivkhi) in particular loss of language, ethnic homogeneity and traditional land use. Explores process and usefulness of etnologicheskaya ekspertiza (anthropological expert review or ethno-cultural impact assessment). Compares social impact assessment complete by Sakhalin-2 Project in 2003 and World Bank social safeguards standards adopted by Project with etnologicheskaya ekspertiza. Argues for integration of Western and Russian approaches to establish sound legal and scientific basis for assessments. |
