Abstract: | Defines etnologicheskaya ekspertiza as "anthropological expert review" or "ethno-cultural impact assessment" and is frequently demanded by indigenous peoples of Russian North and Siberia of proponents of industrial projects to ascertain likely socio-economic and cultural impacts on their communities. Highlights current lack of legislative framework and understanding for such review. Exisiting Russian environmental impact assessment does not include review of socio-economic and cultural impacts. Explains background to concept of etnologicheskaya ekspertiza with reference to Western concepts of social and cultural impact assessments. |
