Abstract: | Outlines results of monitoring by World Wide Fund for Nature (WWF), Russia, of several large-scale hydrocarbon extraction and transportation projects which reveal chaotic nature of this industrial activity. Analyses early stages of project implementation and finds diverse, tangible and often negative impacts on natural and human environments. Classifies risks and argues that completion of strategic environmental assessment (SEA) prior to commencement of project would have significantly reduced risks. Considers possibility of institutional SEA based on trans-sectoral partnership. |
