Abstract: Reviews legal, political and economic factors contributing to development of illegal, unreported and unregulated (IUU) fishing and applicable international law. Examines CCAMLR response to IUU fishing, and national measures taken by Australian government. Author concludes that in absence of flag State control, combination of alternative measures including enhanced regional cooperation, imposition of port and market State controls, IUU vessel databases and vigorous prosecution of offenders can jointly increase risk and diminish returns of IUU fishing activities.
