Discusses critical issue of unrestricted free trade on high seas, and difficulties in regulating industry following advent of pelagic whaling in mid 1920s. Appendices include details of whale catch and oil production at all stations; whaling companies and ships; vessels lost; whaling harbours; magistrates and whaling/customs officers; and government revenues. |
