Abstract: Explores conditions which would strengthen participation of indigenous organisations in decision-making process relating to socio-economic and political affairs in Russian North. Examines adaptation of indigenous peoples to natural and changing social environments. Highlights certain general characteristics shared by all ethnic minorities of Russian North relating to how they manage natural resources and their livelihoods. Argues that there is need to build common trans-ethnic identity to create infrastructure for their indigenous movement.
