Abstract: Introduces CALM workshop, network and program, established in 1990 to observe changes in active layer over extended time periods using standard measurement protocols. Describes how long-term time series of thaw measurements at fixed locations and across diverse landscapes and regions will help to identify scales of spatial variation, detect temporal trends and validate models. Describes program's goal, observation strategies, hypotheses regarding long-term response of active layer to ground warming, field experiments around Barrow and Prudhoe Bay, Alaska and elsewhere. Also describes plans for Southern Hemisphere, including Antarctica, and strategies for integration and scaling of data over continental and circumpolar scales.
