Abstract: Aims to provide complete instruction in care and manipulation of meteorological instruments, and in making of observations, at ground level, both instrumental and non-instrumental. Devotes Part I to instructions for routine observing, Part II to autographic instruments, and Part III to tables. Omits Admiral Beaufort's (1805) specification of wind speed scale for "Provisional specification of the Beaufort Scale for use at sea", agreed by IMO, Berlin 1939.
