Abstract: Convention replaced no. 107 from 1957 in 1989. 14 countries have ratified it, three in Europe, most of remainder in Latin America. Finland and Sweden are still outside, mainly as their land rights do not correspond. They intend to correct this before joining ILO 169. In 1999 Dr Pekka Vihervuori was invited to submit report to clarify issues of land, waters, natural resources and traditional livelihoods for Saami. Now main problem is identifying Saami (article claims 100 000 in North Calotte, against accepted 50 000)
