Abstract: Finds that response of surface temperature to sea ice concentration changes is much greater in winter than in summer, but weak on mid-latitudinal circulation. Even unlikely large perturbations in surface temperature are confined to Arctic, and do not cause changes in circulation over continental regions. Concludes that Arctic is not so much "weather kitchen" as "storeroom of cold".
