Abstract: Saami reaction to Norwegian government's proposal for land and water rights in Finnmark, 2003, was at first outrage. Unlike 1997 proposal, no rights transfer to local communities. Reform on various scales and levels of coercion is discussed. In short term, present proposals will not cause significant change. Author believes that Saami property rights must be seen to conform to established Norwegian thinking if they are to be accepted, but that 2003 proposals do not conform to ILO Convention 169.
