Abstract: Finland's 7000 Saami seek recognition beyond just language and overt cultural matters. Three comprehensive bills have been proposed; 1990 bill made radical proposal that state land in Saami Lappi should be given to new Saami villages. Finns in Saami Lappi call themselves "Lapps", with Saami as sub-group. Author analysed 176 position statements on three legal propositions concerning Saami rights and 100 parliamantary speeches on cultural autonomy.
