Abstract: Historical survey of forest controls and consequences for sustainability. One spoiling factor was lack of consultation with reindeer herders, but they have not behaved in their own long-term interests either. Logging, winter feeding and loss of pastures raise issue of "tragedy of commons" whose solution is not as simple as passing land to private owners, or to common ownership.
