Abstract: Alta case, furore and discussion leads off chapter on development of Saami politics. Norwegianisation of both Saami and Kven continued from 19th C. up to early 1960s, even under Labour governments. Unintentionally, Saami Committee had effect of confining Saami concept to reindeer herding. In 1963 Samefolket had editorial "Saami are Indians of Sweden"; Saami had to persuade other indigenous peoples in WCIP and IWGIA that they were similar, though white. ILO Convention 169 was landmark, but of Saami lands only Norway has signed.
