| Abstract: | Comments on proceedings at 22nd Meeting of CCAMLR, held in Hobart, 24 October to 7 November 2003, with particular reference to toothfish fishery in Ross Sea; proposals for electronic catch documentation scheme (eDCD) and centralized vessel monitoring system (cVMS) to increase compliance with CCAMLR obligations; problems related to drawing up blacklist of vessels identified as having participated in illegal, unregulated and unreported (IUU) fishing; report on IUU presented by industry activist group Coalition of Legal Toothfish Operators (COLTO). Discusses difficulties in agreeing measures aimed at controlling performance of Commission Member states, and shift towards greater dependence on extra-CCAMLR approaches to control of Southern Ocean fisheries. |
