Abstract: Thesis describes development of discourse concerning international Arctic region, from its background in conceptions of exploration to focus on present eight-state regional cooperation. The study is based on constructivist conception with regions seen not as given but as actively constituted through the effort-demanding process of region-building. Follows Arctic region-building from late 1970s to work of Arctic Council and related organizations, thesis traces related discourse and main actors through history using discourse analysis.
