Some of huge income in taxes from Russian and foreign companies is supposed to go to kolkhozes and private reindeer companies. In practice, it gets no further than capital Naryan Mar, to officials and top people. Herders have had no salaries for years, with alcohol and similar problems, especially in kolkhozes. Governor hopes to keep in by sending women 45 000 flowers on International Women's Day. "Is it taking long for democracy to develop?" "We are too poor for democracy - that belongs to developed societies".
