Abstract: First report of Saami Rights Commission was in 1984, on general cultural matters. This is second and concentrates on protection of natural conditions for Saami culture, chiefly land and its products in Finnmark, and safeguardinng them against intrusion in all areas used by Saami. Comparison is made with conditions of indigenous peoples in Australia, Canada, Finland, New Zealand, Nicaragua and Sweden. One bugbear is random hut building for recreation, which commission wants restricted. Another is search for and mining of minerals. Berry picking should be simple to limit, but cloudberries are special case. Brushwood for fires is another example; reindeer herding is naturally paramount.
