Abstract: 8 papers: 1. Opportunities and barriers to housing research in North - two sides of same coin. Over 40 years, North has soliodified into over 100 communities. Imposed housing was not entire success. Two-sided features: education/capacity, money. Other obstacles have always been faced. Housing has to be suitable for climate, durable, responsive to lifestyle and affordable. CMHC set up demonstration project. Water and sewage form 43% of monthly bill where provided, electricity 36%. New microsystems can halve former. 2. Towards stronger North with new technologies and new forms of virtuality. E-net pulls down local services in Lapland. Interactive TV may become major home media and service channel. 3. Consciously confronting Uncomfortable in Arctic, with example of University of Arctic. Mantra: do not envy other player's success; do not be first to defect; reciprocate both cooperation and defection; do not be too clever. 4. Northern science and technology: Canadian. Includes traditional knowledge, housing and food industries: CO₂, kelp, muskox meat. 5. Science and technology application in Sakha. Describes measures against permafrost in diamond mines, against background of serious environmental neglect. 6. Northern science: status, tendencies and integration. Starts with 80 organisations (only 30 up to 1980), needing streamlining. In Siberia, links developed or absent are described. 7. Science and policy in circumpolar North. AC, IASC, ACIA, AMAP, IPCC, IASSA and CAFF are explained and some actual projects noted. 8. Social science and sustainable development in Arctic. Einarsson and 5 others describe 1999 Akureyri workshop and Inari successor, with their recommendations, research paradigms, usable knowledge, barriers to research and ways forward.
