Abstract: Describes origin and setting up of Nunavut, and notes its difference from other Canadian, even NWT, indigenous movements. For one thing, it has not sought independence, but has generally worked within constitution, on occasion developing it, to achieve control of land and waters for Inuit in eastern NWT. Article stresses both firm pressure and quiet negotiation, in contrast to noise in other parts of Canada and in Australia (suaviter in modo, fortiter in re). Inuit have some intial advantages in not being major indigenous group. Importance of NTI, Nunavut Tunngavik Inc., in claims matters is noted.
