Abstract: Uses mathematical modelling to demonstrate that homogeneous electric field, whose value is much smaller than some critical value able to destroy germ's crystal lattice, stimulates process of germ formation. Germ formation influences external electric field and also internal fluctuations of electric field, leading to dependence of germ formation frequency upon standard thermodynamic values as well as liquid and hard-phase dielectric permeabilities.
