Abstract: Organised Saami politics divides into three periods. Lapin Sivistysseura (Society for Saami Cultural Conservation) arose in 1930s. Academic society began, with Karl Nickul, to move more in centre of practical politics. Saami's own activism began with Samii Litto after WW2. It was first noticed for its home crafts and developing markets for these. But right from start it had conscious and radical strategy in media and language policy. Oulu radio station broadcast Saami news weekly from 1947. Society saw that schools in Saami region must be really Saami. It clashed with Lapin Sivistysseura in many matters, but both agreed that Finnish State neither had nor planned consistent Saami policy. Result was deputation to Helsinki in 1947 and state commission was formed. Most of its proposals were ignored. In third phase, radicals saw Samii Litto as conservative and corrupt, but their goals were similar - language, media policy and organising for Saami rights.
