Abstract: In light of discovery of diamonds at Lac de Gras, considers failure to establish economy of Northwest Territories on long-term viable basis despite several decades of planning and investment of large sums of money. Author argues that inefficacy of past policy stems at least in part from failure to recognize explicitly interrelationship between economy of territory, its constitutional status and that of its Native population.
