Abstract: Research project seeks to discover whether Saami coastal community in Finnmark benefits from special fishing rights, and whether any rights are warranted by special Sea Saami or local custom. If so, such rights can be given up only through new, contradictory custom or through adoption in Storting. Research used interviews and studies of written material, including legal documents. It showed that coastal Saami had not only allowed foreign boats into their own fjords and coasts, but had also helped them to do so. This is both Saami's weakness and strength. It bars limitations on Saami's own fishing, morally, politically and juridically.
