Abstract: Author describes history of rights from frontier closing in 1852 up to 1960s. In 1800s it was recognised that reindeer herding's usufruct was anchored in ancient use, so could not be set aside without law's involvement. Change came in 1900s, with pressure on herding areas. View of herding's usufruct changed, becoming merely tolerated. This attitude has continued, despite two Supreme Court decisions from 1968 and Ministry of Agriculture's pronouncement of 1996 to contrary.
