Abstract: Arctic cooperation process has produced normative instruments which do not look like conventional international treaties. Scholars take this to mean that they are non-binding. Author argues to contrary, that ICJ ruling on Qatar v. Bahrain was decisive in similar case. ICJ did not even see need to study real intention of parties.
