Abstract: Examines institutional setting of forest sector in area, including formal laws and regulations, as well as informal rules and social restraints regulating interaction of actors in regional forest sectors. Study scrutinizes actors` interactions in relation to attributes of rules-in-use, community and forest resources, and out-comes from the interactions according to Institutional Analysis and Development framework. Evaluates actors` positions in restructuring process from planned economy towards functioning in the market.
