Abstract: Since WW2 laws on rights of Saami have been proposed in Finland and three laws on cultural autonomy were passed in 1996. However, practical ways of preserving minority cultures are difficult to devise. Three ways of defining Saami culture are noted here: emphasis on equality; emphasis on national obligations and cultural wealth of majority; rhetorical division between principle and application. Saami culture varies with context, and it should not be treated as substitute for concept of race. Main problem is territorial rights.
