Abstract: Describes NATO's core role, north of Tropic of Cancer and dedicated to defence of Western democracies. Other commitments are "out of area" and not binding on NATO; Korean war was non-NATO. First engagement outside core area was IFOR in 1995, with Norwegian support. Norway came in too late to NATO to exclude Portugal, but resisted inclusion of Spain, Greece, Malta and Turkey. She is more positive about recent applicants Poland, Hungary and Czech Republic. Out of area ambitions were supported by 1981 resolution, which Norway did not like. Complications from Vietnam to Gulf wars are described.
