Abstract: Service was resurrected after WW2 and increased rapidly after 1948 Communist takeovers in Europe. Communists in North Norway had much Russian support. Suspicion about their activities and influence led to registering them all, starting in Finnmark. Soviet archives now opened show that Stalin's expansion had probably reached its limit, but that West's suspicions were justified. Communist Party's own intelligence had accurate list of police agents! Cooperation with Finland is noted. Problems of maintaining security under democratic control are discussed.
