Abstract: | Examines development of international legal and political responses to problem of incidental catch of seabirds, particularly measures introduced by Commission for the Conservation of Antarctic Marine Living Resources to reduce albatross mortality during longline fishing operations. Summarises activities and development of "soft law" by several international bodies since 1990, and discusses interorganizational co-operation and process requirements for fisheries management agencies to minimize incidental catch of albatrosses. |
