Abstract: Flexibility is discussed under several heads - in fisheries, by diversifying and in participation - and systems of flexibility in Norway are compared. Regulation is based on TAC (Total Allowable Catch), and contradiction in it is noted. Final section discusses deregulation, flexibility and sustainability, concluding that removing quotas merely makes capital-intensive trawler fleets - "vacuum cleaners of seas" - exploit as many species as possible; changing rules of participation strengthens position of small, immobile vessels, without threatening sustainability.
