Abstract: Interplay between marine resources in Barents Sea and flexible, part-time coastal fishing community is discussed. Fish stocks were abundant and investment in gear and boats is low. Difference between outer coast (e.g. Porsanger, mainly Saami) and fjord (e.g. Senja) fisheries, and reaction to pressure from industrialised sector are discussed. Herring decreased since late 1960s, and capelin was often at very low level. Strict quotas from end of 1980s seem to be working. Trawling in Barents Sea is at rate greater than replacement. After 200 mile zone was set up, Norwegian deep sea trawlers still took too much, causing Tragedy of Commons, so coastal fleet got quotas too, but it has kept itself within bounds.
