Abstract: Describes social, economic and cultural state of indigenous peoples of Russian North, by region. Focuses on two different time periods (1979-90 and 1991-97) which reflect changes in policy towards North and its native peoples. Assesses measure adopted by State to stabilise social and cultural conditions of native peoples. In conclusion, makes recommendations for measures to ensure beneficial impact of NSR development.
