Abstract: Seen from Archangel, BEAR is just one more top-down political construct, a new intervention in north-west Russia. But it has become forum for areas around whole White Sea, which also still belong to Northwest Association, centred on St Petersburg. Historic ties of White Sea triangle (Dvinskaya zemlya), recent history and timber, oil, gas and diamond wealth are described. Contradictory Russian planning has fogged local autonomy. Examples are given of Ross Nor door and window firm and joint saw mill near Velsk. Rivalry with Komi Republic threatens Archangel oblast's prosperity.
