Abstract: Report by Johansson and Lundgren, Luleå Technical University, is analysed and limping debate is reported. Report was already notorious among Saami, and hall was crammed. Objections were raised that concept "economy" included "care" - authors' report word - but also ancillaries, hunting and fishing. Authors' conclusion that herding was unprofitable, and that hunting and fishing should be urgently developed, with powers to spend State money devolved to Sameting. Bringing in subsidy and compensation for losses, including those from carnivores, profit was 20 million kronor.
