Abstract: Describes setting of 1919 convention in Norwegian reaction to annual Swedish arrivals in summer and attitude to recent independence. Result of 204 detailed paragraphs was that Swedish owners were willing to reduce herd sizes and Norwegians were still able to extend agricultural colonisation. Extensive herding methods were later extended to southerly Saami settlements.
