Abstract: In December 1997 Minority Language Committee reported to Minister of Agriculture and Saami Affairs. It proposed that five minorities be recognised, including Saami, Tornedal Finns and Sweden Finns. Saami speech administration area should comprise Arjeplog, Jokkmokk, Gällivare and Kiruna, with Tornedal Finnish (Meänkieli) in Haparanda, Övertornea, Pajala, Gällivare and Kiruna. Recommendation is that in both oral and written contacts with administration and legal authorities Saami and Finnish should be allowed, and translation/interpretation costs borne by administration.
