Abstract: Features unique to circumstances of Saami are examined in light of international law and standards of minority rights, and at another level with respect to some of more salient values and principles that have shaped state-Saami relations. Chapters include: historical background and development of reindeer-herd management policy 1751-1990; establishment of institutional channels and commissions of enquiry; recent developments in three countries; recent budgetary measures.
